§ 32.24 SMALL PURCHASES.
   (A)   Purchases less than $50,000. The purchasing agent may purchase supplies with an estimated cost of less than $50,000 on the open market without inviting quotes or receiving quotes or bids.
   (B)   Purchases of at least $50,000 and less than $150,000.
      (1)   A purchasing agent may purchase supplies with an estimated cost of at least $50,000 and less than $150,000 by inviting quotes from at least three persons or entities known to deal in the lines or classes of supplies to be purchased. This process shall be referred to as requesting “quotes”.
      (2)   The purchasing agent shall mail or deliver an invitation to quote to the perspective offeror at least seven days before the time fixed for receiving quotes. The quotes shall be opened publicly.
      (3)   If the purchasing agent receives a satisfactory quote, the purchasing agent shall award a contract to the lowest responsible and responsive offeror for each line or class of supplies required.
      (4)   The purchasing agent may reject all quotes.
      (5)   If the purchasing agent does not receive a quote from a responsible and responsive offeror, the purchasing agent may purchase the supplies on the open market.
