§ 32.20 DESIGNATION OF PURCHASING AGENCIES AND PURCHASING AGENTS.
   (A)   Governing Body. The Common Council is designated as the governing body for purposes of the purchasing statute.
   (B)   Purchasing Agencies.
      (1)   The Board of Public Works and Safety is hereby designated as the Purchasing Agency for the City of Mt. Vernon, with all of the powers and duties authorized under I.C. 5-22. This designation does not apply to the City of Mt. Vernon Water Department, the Mt. Vernon Water Department, the Mt. Vernon Housing Authority and the municipal wastewater treatment plant for treatment expenditures, which are not subject to the public purchasing statutes.
      (2)   The Mt. Vernon-Black Township Park and Recreation Board is the Purchasing Agency for the Park and Recreation Department.
   (C)   Purchasing Agents.
      (1)   The purchasing agents shall include the Mayor, Clerk-Treasurer, and department head for which the purchase is being made.
      (2)   The purchasing agencies may also designated, from time to time, in writing, additional purchasing agents as necessary.
