§ 51.51 DETERMINATION OF METER ACCURACY.
   (A)   A meter shall not be placed in service if it registers less than 97% of the water passed through it at the minimum test flow or registers more than 103% in the normal test flow limits.
   (B)   The Department shall make a test of the accuracy of registration of a meter upon written request by a customer. If the meter tests determine that the meter in question is registering more than 103% of the actual water used, the Department shall pay for the test. If the test shows that the meter in question registers less than 103% of the actual water flow, the customer shall pay for the test. The test shall be conducted by an independent meter testing firm selected at the discretion of the Department. The test fees shall be immediately due and payable.
