(A) Pursuant to I.C. 36-4-4-2, the government of the city shall consist of two branches, those being:
(1) Executive branch (I.C. 36-4-5).
(2) Legislative branch (I.C. 36-4-6).
(B) Duties and powers that are legislative in nature shall be performed and exercised by the Common Council pursuant to I.C. 36-4-6 and other applicable statutes and ordinances.
(C) Powers and duties that are administrative or executive in nature shall be exercised or performed by the Mayor, or a board, department, or commission of the city.
