The Superintendent will evaluate the data furnished by the user and may require additional information. Within 90 days of receipt of a complete wastewater discharge permit application, the Superintendent will determine whether or not to issue a wastewater discharge permit. The Superintendent may deny any application for a wastewater discharge permit. The Superintendent shall publish a written record documenting the reasons for approving or disproving the discharge permit application. This documentation shall be published in the local newspaper designated for other legal publications. The Superintendent may accept or deny any new or increased discharges from any indirect discharger.
