No statement contained in this chapter shall be construed as preventing any special agreement or arrangement between the city and a non-residential discharger whereby the discharge of wastewater whose strength is greater than the concentrations contained in § 50.009 may be accepted provided that the POTW has treatment capacity and is subject to charges consistent with the appropriate cost of treatment.
