Except in the case of a vehicle lost or destroyed during the year, all department heads/superintendents shall disclose the need to purchase a new vehicle in the budget proposal for his/her department or utility tendered to the Common Council in June of each year for vehicles to be purchased in the next ensuing calendar year. In the case of the Water and Sewer Departments, the superintendent shall present to the Common Council vehicle requests for the next calendar year in the presentation of its pro-forma budget, and if none exists, by July 1 of the current calendar year for vehicles to be purchased by the following calendar year.
