The Sewer Department may estimate the bill of any customer pursuant to a billing procedure approved by the Board of Public Works and Safety or for other good cause, including, but not limited to: request of customer; inclement weather; labor union disputes; inaccessibility of a customer’s meter if the Sewer Department has made a reasonable attempt to read it; and other circumstances beyond the control of the Sewer Department or its personnel.
