§ 154.83 STANDARDS FOR DESIGN OF DEVELOPMENT WITHIN SUBDIVISIONS ADOPTED.
   (A)   Design standards. The City Engineer from time to time may promulgate standards for the design of subdivisions and developments within the corporate boundaries and within the extraterritorial jurisdiction of the city. Such standards shall take effect upon their posting by the City Engineer. An applicant for plat approval or a property owner may request a review by the Planning and Zoning Commission of any design standard prescribed by the City Engineer that is not contained within this chapter or incorporated within an ordinance adopted by the City Council at the time of application for plat approval or submittal of construction plans.
   (B)   Enforcement. The enforcement of this code shall be by the City Manager, or through any person whom he or she may designate provided that such person is employed as an employee or under a contract with the city. The City Engineer shall have the authority to waive any of the technical provisions as contained in said standards, when literal enforcement of the provisions is determined to be not feasible or reasonable, unless such authority has been expressly reserved by the City Council.
