In every water supply contract entered into by the city or renewed by ordinance, resolution, or tariff and including any contract extension, after official adoption of this Water Conservation Plan, the contract shall include a requirement for the wholesale customer to develop and implement a water conservation plan using the applicable elements of Title 30 TAC Chapter 288. If the customer intends to resell the water, then the contract between the initial supplier and customer shall provide that the contract for resale of the water shall have water conservation requirements; so that each successive customer in the resale of the water will be required to implement water conservation measures in accordance with the provisions of the same chapter.
