The City Manager or his or her designee is hereby authorized and directed to implement the applicable provisions of the Plan upon determination that such implementation is necessary to protect public health, safety, and welfare. The City Manager or his or her designee shall have the authority to initiate or terminate water conservation measures or other water supply emergency response measures as described in the plan.
