(A) Purpose. The purpose of this district is to provide limited convenience goods and personal services for persons in surrounding residential areas. Since this district is often an integral part of the residential area it serves, development regulations should complement those of adjacent uses.
(B) Use regulations. The following uses are permitted in the “NS” Neighborhood Service District:
(1) Any use permitted in the “MF” Multi-Family District;
(2) Art gallery or museum;
(3) Bakery or confectionery shop (retail);
(4) Barber or beauty shop;
(5) Book store;
(6) Cleaning and pressing shop (small retail);
(7) Drapery, needlework or weaving shop;
(8) Florist or garden shop;
(9) Food or grocery store (small retail);
(10) Handicraft or hobby shop;
(11) Laundry or cleaning (self-service);
(12) Office, professional and administrative;
(13) Pharmacy;
(14) Private country club with golf course;
(15) Studio for artist, photographer, musician or health specialist;
(16) Stationery or card shop;
(17) Tailor shop;
(18) University or college;
(19) Other related uses and those special uses designated in § 155.45.
(C) Development regulations.
(1) Lot requirements: None.
(2) Yard requirements: (Minimum figures)
(a) Front yard: 25 feet;
(b) Side yard:
1. Interior lot: None required except when adjoining a residential district, then 15 feet;
2. Exterior lot: 10 feet.
(c) Rear yard:None required where an alley exists on the rear of the lot, tract or plot; otherwise, a minimum rear yard of ten feet shall be provided. When adjoining a residential district, a minimum rear yard of 25 feet shall be provided. Where rail lines exist at the rear of lots or tracts occupied by industrial or commercial buildings, the buildings may be located for direct service by rail transportation.
(3) Height requirements:
Maximum building height: 35 feet.
(D) Parking regulations. The parking regulations for the “MF” District shall apply, plus the following requirements:
(1) Retail or personal service: One space for each 200 square feet of floor area. Minimum of five spaces.
(2) Off-street parking and loading regulations: See § 155.47.
