§ 154.31 SKETCH PLAN AND PRELIMINARY CONFERENCE.
   (A)   Prior to the official filing of a preliminary plat, the applicant shall obtain a copy of the Subdivision Regulations of the City of Mount Pleasant.

            2.   Proposed name if not within a previously platted subdivision. The proposed name shall not duplicate the name of any plat previously recorded.

            3.   Existing covenants on the property, if any.
            4.   Name and address, including telephone number, of the professional person(s) responsible for subdivision design, for the design of public improvements, and for surveys.
         (c)   Description. Location of property by government lot, section, township, range and county, graphic scale, north arrow, and date.
            1.   A copy of a plat of the property from the Titus County Appraisal District.
            2.   A vicinity map showing streets and other general development of the surrounding area.
            3.   Location of property lines, existing easements, burial grounds, railroad rights-of-way, watercourses, and existing wooded areas or trees eight inches or more in diameter, measured four feet above ground level; location, width, and names of all existing or platted streets or other public ways within or immediately adjacent to the tract; names of adjoining property owners from the latest assessment rolls within 500 feet of any perimeter boundary of the subdivision.
            4.   Location and sizes of existing sewers, water mains, culverts, and other underground structures within the tract and immediately adjacent thereto; existing permanent building and utility poles on or immediately adjacent to the site and utility rights-of-way.

            8.   The approximate location, dimensions, and areas of all proposed or existing lots.
            9.   The approximate location, dimensions, and areas of all parcels of land proposed to be set aside for park or playground use or other public use, or for the use of property owners in the proposed subdivision.
            10.   The location of temporary stakes to enable city staff to find and appraise features of the sketch plat in the field.
      (2)   The applicant shall then schedule an appointment and meet with the City Planner to discuss the general procedure for approval of a subdivision plat.
      (3)   The City Planner shall then coordinate a preliminary conference with the applicant and the appropriate members of the city staff and outside agencies who must eventually approve those aspects of the proposed subdivision plat coming within their jurisdiction to discuss the proposed subdivision. The conference shall be held for general comments and clarifications regarding requirements to the general layout of streets and for reservations of land, street improvements, drainage, sewerage, fire protection, and similar matters, as well as the availability of existing services. No approvals, either tentative or final, will be given on the sketch plan. The sketch plan is an economy measure to facilitate the inclusion of requirements and suggestions, prior to going to the expense of designing and drafting the preliminary plat.
