§ 153.086 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADMINISTRATIVE AGENCY. The appropriate office of a political subdivision which is responsible for the administration and enforcement of the zoning regulations prescribed by this subchapter. The office of the City Manager of Mount Pleasant, Texas is the ADMINISTRATIVE AGENCY as set forth in § 153.092.
   AIRPORT. The new Mount Pleasant Municipal Airport, FAA Site Number 2437.03A.
   AIRPORT ADVISORY BOARD. A board which advises the Administrative Agency on airport and aeronautical matters.
   AIRPORT ELEVATION. The established elevation of the highest point on the usable landing area, either existing or planned, measured in feet above mean sea level (MSL). The AIRPORT ELEVATION of the airport is planned to be 363.4 feet above mean sea level (MSL).
   AIRPORT HAZARD. Any structure, tree or use of land that obstructs the airspace required for the flight of aircraft or obstructs or interferes with the control, tracking and/or data acquisition in the landing, takeoff or flight of aircraft at the airport or any installation or facility relating to flight, tracking and/or data acquisition of an aircraft, is hazardous to, interferes with or obstructs such landing, takeoff or flight of aircraft or is hazardous to or interferes with tracking and/or data acquisition pertaining to flight or flight vehicles.
   AIRPORT HAZARD AREA. An area of land or water upon which an airport hazard might be established if not prevented as provided by this subchapter.
   AIRSPACE DRAWING. The Mount Pleasant Municipal Airport Airspace Drawing consisting of one sheet, prepared by the Texas Department of Transportation, Aviation Division, and dated August 16, 2000, which is made a part hereof.
   APPROACH SURFACE. A surface longitudinally centered on the extended runway centerline, extending outward and upward from each end of the primary surface and at the same slope as the approach zone height limitation slope set forth in § 153.088. In plan, the perimeter of the approach surface coincides with the perimeter of the approach zone.
   APPROACH, CONICAL, HORIZONTAL AND TRANSITIONAL ZONES. These zones are set forth in § 153.087.
   BOARD OF ADJUSTMENT. A board so designated or appointed by the City Council of Mount Pleasant, Texas, as provided by Tex. Loc. Gov’t. Code, § 241.032.
   CONICAL SURFACE. A surface extending outward and upward from the periphery of the horizontal surface at a slope of 20 feet horizontally for each one foot vertically for a horizontal distance of 4,000 feet.
   HAZARD TO AIR NAVIGATION. An obstruction or use of land determined to have a substantial adverse effect on the safe and efficient utilization of navigable airspace.
   HEIGHT. For the purpose of determining the height limits in all zones set forth in this subchapter and shown on the Airspace Drawing, the datum shall be height above mean sea level (MSL) elevation as measured in feet.
   HORIZONTAL SURFACE. A horizontal plane 150 feet above the established airport elevation which in plan coincides with the perimeter of the horizontal zone.
   LARGER THAN UTILITY RUNWAY. A runway constructed for and intended to be used by propeller driven aircraft greater than 12,500 pounds maximum gross weight and jet powered aircraft. Runway 17-35 at the airport is considered as a larger than utility runway.
   MOUNT PLEASANT MUNICIPAL AIRPORT. The new Mount Pleasant Municipal Airport, Mount Pleasant, Texas, FAA Site Number 24387.03A.
   NONCONFORMING STRUCTURE, TREE OR USE. Any pre-existing structure, object of natural growth or use of land which is inconsistent with the provisions of this subchapter as of the effective date of this subchapter.
   NONPRECISION INSTRUMENT (NPI) RUNWAY. A runway having an existing instrument approach procedure utilizing air navigation facilities with only horizontal guidance or area type navigation equipment or a runway for which a nonprecision instrument approach procedure has been approved or planned.
   OBSTRUCTION. Any structure or tree which exceeds a limiting height set forth in § 153.088.
   PERSON. An individual, firm, partnership, corporation, company, association, joint stock association or body politic and includes a trustee, receiver, assignee, administrator, executor, guardian or other representative.
   PRIMARY SURFACE. A surface longitudinally centered on a runway. When a runway has an existing or planned specially prepared hard surface, the primary surface extends 200 feet beyond each end of that runway. The width of the primary surface will be that width prescribed in the Federal Aviation Regulations (FAR), Part 77 for the most precise approach, exiting or planned, for either end of that runway. The elevation of any point on the primary surface is the same as the nearest point on the runway centerline. The width of the primary surface at the airport is 500 feet.
   RUNWAY. A defined area on an existing or planned airport prepared for the landing and taking off of aircraft along its length. The zoned length of Runway 17-35 at the airport is 5,500 feet as shown on the Airspace Drawing.
   STRUCTURE. An object, including a mobile object, constructed or installed by man, including but not limited to antennas, buildings, towers, cranes, smokestacks, earth formations and overhead transmission or power lines.
   TRANSITIONAL SURFACES. Surfaces extending outward at 90-degree angles from the runway centerline and the runway centerline extended at a slope of seven feet horizontally for each one foot vertically from the sides of the primary surface and the approach surfaces to where they intersect the horizontal surface.
   TREE. Any object of natural growth.
