All vehicular traffic on the airport shall be confined to streets, roads, and avenues of passage designated and provided for that purpose and shall not be operated at a speed in excess of 30 miles per hour. Official vehicles only will be driven on the landing area. Such official vehicles will have a ground to air radio transceiver tuned to the local UNICOM frequency and Common Traffic Advisory Frequency (CTAF) and a flashing beacon light mounted on the roof of the vehicle or a checkered orange and white flag mounted on the front bumper of the vehicle. Special use vehicles such as an ambulance, hearse, or delivery van may be driven on the apron with the permission of the Airport Manager. An aircraft owner who rents, leases, or owns a hangar must park their automobile in the hangar or in a designated parking space while on a trip in their aircraft. The Airport Manager may prohibit aircraft landing and taking off any time and under any circumstances when he deems such operation likely to endanger persons or property, except for emergency landings. In addition, no aircraft shall be operated on the surface of any public landing area, public cargo ramp and apron area or public aircraft parking and storage area: (1) in a careless or negligent manner; or (2) in disregard of the rights and safety of others; or (3) without the due caution and circumspection; or (4) at a speed or in a manner which endangers persons or property; or (5) while the pilot, or other person aboard, controlling any part of the operation thereof is under the influence of intoxicating liquor, any narcotic or dangerous drug or controlled substance; or (6) if such aircraft is so constructed, equipped or loaded as to unreasonably endanger or to be likely to unreasonably endanger persons or property. No person shall park an aircraft or leave the same standing on a public landing area, public aircraft ramp and apron area, public passenger ramp and apron area, public cargo ramp or operational area, public parking and storage area, or operational area of any terminal except at such places as may be prescribed or permitted by the Airport Manager. Upon notification by the Airport Manager, the operator of any aircraft parked or stored at any terminal shall move such aircraft from the place where it is parked or stored to any other designated place. If the operator refuses to comply with such direction, the Airport Manager may remove or cause to be removed such aircraft to such designated place at the operator's expense, and without liability for any damage which may result in the course of such moving.
