It shall be unlawful for any person to make connections from a source of electrical energy to any electrical wiring, devices or equipment or an installation for which a permit is required, as set forth in this code, until a certificate of approval has been issued by the Electrical Inspector authorizing such connection and the use of such wiring, devices or equipment.
