§ 116.04 LICENSE REQUIRED.
   It shall be unlawful for any person to engage in the business or vocation of pumping, removal and disposal of waste, excrement, liquids, foreign substances and any other matters from any septic tank in the city without first having applied for and obtained a license to do so.
