§ 116.02 DISPOSAL OF WASTES.
   Any person, whether licensed under the provisions of this chapter or not, who shall remove any excrement, waste, liquids, foreign substances and any other matters from any septic tank or tanks in the city shall carry or transport the same to the city disposal plant for disposition.
