(A) A permit may be issued for a period not to exceed five years ending on December 31. To obtain renewal, the operation must have shown that the service has been performed satisfactorily and under the conditions of city requirements.
(B) A permit is not transferable. Any change in ownership must be reviewed and approved as set forth in this chapter.
