No driver shall be approved unless the applicant:
(A) Possesses a valid Texas Class C driver’s license;
(B) Is of the age of 18 years or older, a United States citizen or a legal resident alien;
(C) Does not suffer from any condition which might render driver unfit to drive a vehicle safely;
(D) Is clean and neat in dress and appearance and is not addicted to drugs or alcohol;
(E) Has not been convicted of any offense involving moral turpitude;
(F) Has not been convicted of the offense of driving while intoxicated in the past three years;
(G) Has not been convicted of more than four moving traffic offenses in the past three years.
