(A) If the City Council finds that public convenience and necessity require the operation of the services requested by the applicant and finds the applicant fit to conduct business, and that all requirements have been complied with, it shall so affirm by majority vote and the permit shall be issued by the Chief of Police.
(B) If the City Council finds that the services are not in the best interest of public convenience and necessity or the applicant is not a proper person to conduct business or that applicant did not comply with all requirements, the Council shall vote not to issue permit and shall instruct the Chief of Police to so notify applicant of decision.
