(A) Within 45 days after receipt of application, the City Council shall hold a public hearing concerning the application. Notice of such hearing shall be given, in writing, to the applicant and to all persons holding like permits.
(B) The Council shall give due regard to the following:
(1) To the probable performance and quality of services offered and the experience of the applicant in rendering such services;
(3) The rates the applicant proposes to charge and whether rates are fair and reasonable;
(3) Financial ability and character of applicant and drivers;
(4) Condition of vehicles to be used.
