§ 115.03 REGISTRATION REQUIRED; EXCLUSIONS.
   (A)   A person may not operate a taxicab service within the city without first registering and obtaining written approval from the City Council.
   (B)   A person may not advertise nor cause to be advertised the operation of service that has not properly registered and been approved by the City Council.
   (C)   However, no registration is required for the following:
      (1)   Operation of a taxicab which is transporting a passenger from a location outside the city limits of the city to a location beyond the city limits and only incidentally traveling through the city;
      (2)   Operating a vehicle owned, operated or funded by the federal or state government, a Texas political subdivision or Texas substate political subdivision;
      (3)   Performing a service authorized by state or federal law, but only to the extent of that authority only;
      (4)   Operating a vehicle owned by a nonprofit organization or a privately owned vehicle used in connection with a nonprofit organization carrying only passengers associated with that organization.
