For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DRIVER. Every person who operates a vehicle for hire upon public streets of the city.
OPERATE. The act of transporting a passenger for hire within the city.
OWNER. Any person owning or controlling one or more taxicabs and driving or causing any such vehicle to be driven upon the public streets of the city.
TAXICAB. Any motor vehicle used in the business of transporting passengers for compensation in the city and not operated on a fixed route and that has a manufacturer’s rated seating capacity of no greater than eight passengers.
