Every applicant shall have the right to appeal to the City Council from any adverse decision or ruling of the city. Such appeal, if taken, must be in writing addressed to the City Manager and filed within ten days after the date of the adverse decision or ruling. The Council shall set a time and place for a hearing on such appeal, and notice of such hearing shall be mailed, postage paid, to the applicant, at least five days prior to the date set for the hearing.
