(A) Upon receipt of a proper application, the City Secretary shall issue within ten calendar days of date of application the permit applied for unless one of the following is found to be true during the course of the investigation:
(1) One or more of the statements made in the application are not true;
(2) The applicant or person in charge of the charitable solicitations campaign has been convicted in a court of competent jurisdiction of a crime involving moral turpitude or the applicant or its agent has made or caused to be made false statements or misrepresentations to any member of the public with regard to the charitable solicitations campaign or other activities described in the permit;
(3) The applicant is not properly organized as a corporation under the direction and administration of a board of directors;
(4) The applicant discriminates against any person or group of persons.
(B) If, as a result of the investigation made by the City Secretary, the application is denied, the City Secretary shall notify the applicant, in writing, that said application is disapproved and the reasons for disapproval, within ten calendar days from date of application.
