(A) Any property owner desiring to install curbs, gutters and/or driveway approaches on a city street shall construct such facilities in accordance with the requirements of this subchapter. A plan or sketch of proposed facilities shall be submitted to and approved by the Director of Public Works/City Engineer prior to construction.
(B) The owners of any building, residential or business, constructed in the city shall, as a part of the construction, place a curb, gutter and driveway approach according to specifications established by the city on all streets adjoining the lot where the building is being constructed. The moving in of a pre-fabricated or already built house shall be considered as construction and shall require the placing of the curb, gutter and driveway approach. No building permits shall be issued unless such curb, gutter or driveway approach is included in the plans and specifications for construction of the building.
