§ 98.059 AT COMMERCIAL, RETAIL BUILDINGS.
A distance of not less than five feet in width for sidewalks shall be left between the front or side of all commercial or retail buildings, including but not limited to porches, steps, awnings or other projections. However, in areas where sidewalks are in existence, the width may be made to conform to existing sidewalks. It is not intended that sidewalks be placed on every commercial or retail building, but the space of not less than five feet shall be left whether or not sidewalks are constructed. The City Building Official shall have the authority to require that sidewalks be placed on new commercial or retail buildings if, in his or her opinion, there is sufficient pedestrian traffic to justify the need; and if required, such shall be shown on the building permit.
