It shall be the duty of the property owner to maintain or remove all trees, shrubs, fences and the like within the area from the line of his or her property to the curb line or street adjacent to it, except when the city or its authorized agents must do so for the installation of utilities or maintain minimum clearance for the travel lanes of the street.
