The Mayor shall appoint and Council shall confirm a Fair Housing Administrator (hereinafter referred to as “Administrator”) who shall have the responsibility for implementing this chapter. The Administrator may delegate his or her authority to investigate and conciliate complaints to other city employees under his or her direction.
