Every person who shall take or borrow from the Mount Pleasant Public Library any book, pamphlet, periodical, paper or other property and neglect to return the same within two weeks from the date of mailing a notice to his or her address shall be deemed guilty of a misdemeanor and, on conviction thereof, shall be punished by a fine as provided in § 10.99.
