Every person who shall take from the Mount Pleasant Public Library any book, pamphlet, periodical, paper or other property, except in accordance with the rules of such library, shall be deemed guilty of a misdemeanor and, on conviction thereof, shall be punished by a fine as provided in § 10.99.
