Any permit issued by the city under the provisions of this subchapter shall not, in any manner, be construed as a perpetual easement, right or privilege, but the same shall be revocable at any time by the City Council if the applicant does not construct the fence or other structure in accordance with the permit, keep the same in good repair after being constructed, keep the same in a sanitary condition or permit trash, rubbish or garbage to be thrown into the waters of the lake from the structure. Upon such permit being revoked, the holder of the same shall remove the fence or other structure, and upon his or her failure to do so, the same may be removed upon orders of the City Manager at the cost of such holder.
