After the application for a permit required by the provisions of this subchapter has been filed, the same shall be delivered to the City Manager. The City Manager shall, after studying the same, have the authority to make such changes in either the location, size or type of construction as he or she may deem necessary to protect the sanitation of the lake and to eliminate any hazard to the public.
