Maintenance and modifications of all facilities owned by the city will be performed only by the City Parks Department. No modifications, alterations, additions, changes or deletions, temporary or otherwise, may be made to any facility owned by the city unless written approval is obtained from the Parks Department and/or City Engineer. All permanent alterations, after approved and completed, will become property of the city.
