(A) The City Council has determined that it is necessary and proper to establish and levy user fees to be charged for the use of the city's public parks and recreation facilities.
(B) All teams who are members of any city adult or youth athletic league will pay prescribed user fees of $7 per player per season as established by the City Council. User fees will be deposited by the City Parks Department into the city’s General Fund.
(C) Non-resident teams (teams whose members live outside the City of Mount Pleasant, Titus County) and teams participating in tournaments (consisting of both resident and non-resident teams) may use Mount Pleasant facilities if available. Tournament holders and resident or non-resident teams using facilities shall remit refundable damage deposits of $100 per tournament for usage plus $50 per concession building. Tournament-sponsoring group will provide appropriate Health Department Permit if concessions are to be used. The appropriate user fees as established by the City Council will be paid by the sponsoring organization, as follows:
(1) One hundred dollars per field per day, including lights; or
(2) Fifty dollars per field for day games, no lights; and
(3) Two hundred dollars for concessions per day, if used.
(4) A $100 non-refundable fee per field is due upon request of reservation. In the event tournament is cancelled for reasons other than inclement weather, fee will be forfeited. Otherwise, it will be deducted from the user fees due seven days in advance of tournament.
(D) To reserve city pavilions a user fee is established as follows with a regular set fee and a non-profit rate as long as non-profit organization provides a tax exemption number:
(1) Small pavilions. Dellwood (West End and Redfearn), Oaklawn, Town Lake and Caldwell:

(E) Appropriate fees for other park uses are as follows:
(1) Fifty dollars per basketball court for usage, no lights;
(2) One hundred dollars per basketball court for all day usage, including lights;
(3) Twenty dollars per tennis court usage.
