§ 90.04 REQUIREMENTS FOR TOURNAMENTS USING FACILITIES.
   (A)   Sports tournaments requests which involve out-of-town teams or non-league play will be considered based on the following condition. Requests for tournament play will be considered if the request is made in writing no less than 30 days prior to the scheduled tournament. Upon approval, a facility use fee or tournament fee must be paid to the city to cover direct costs incurred by the city for lights, personnel, equipment and materials incurred in preparation for, operation of and cleanup after the tournament. Approval of tournament play does not guarantee field condition or availability of parks personnel or equipment.
   (B)   Churches, civic organizations and individual teams based in Mount Pleasant and/or Titus County may reserve the fields during a specific sports season for the purpose of conducting tournaments, subject to the following conditions:
      (1)   A facility use fee or tournament fee will be assessed for each field used and must be paid within three working days to the tournament;
      (2)   Tournament use of facilities is subject to availability;
      (3)   All tournaments must be sanctioned by the Amateur Softball Association, United States Slow-Pitch Softball Association, Dixie League, Mount Pleasant Youth Baseball Association or other approved sanctioning organizations. Umpires must be certified by appropriate sanctioning body;
      (4)   If field space allows, more than one tournament may be scheduled on any given date by the City Parks Department;
      (5)   Saturday games may not be scheduled to begin prior to 8:00 a.m., and all games must be complete by 12:00 midnight. Sunday may not be scheduled to start before 8:00 a.m. and must be complete by 8:00 p.m. or dark, whichever occurs first. There will be no use of lights on Sunday. This provision may be altered by the City Parks Department after receiving a request from the tournament organizer;
      (6)   No special maintenance will be done to the fields before or during the tournaments; however, tournament sponsors may level and mark the fields prior to and during the tournament;
      (7)   The city and the City Parks Department name may not appear on any advertisement or promotion for any tournament;
      (8)   Any individual or team involved in conducting the tournament shall not participate in the tournament as a manager, coach, player or umpire if prize money is awarded or if any single award exceeds $75.00 in value;
      (9)   No tournament reservation will be confirmed unless the above conditions are followed. Failure to comply with provisions of this chapter may result in loss of facility use privilege by the organization.
