All city owned parks shall be closed from the hours of 12:00 midnight until 5:30 a.m., with the exception of Keith Park and Jurney Park, which shall be closed from dusk until dawn, and it shall be unlawful for any pedestrian or vehicular traffic to be in or upon the property during such time period. However, if anyone applies for permission to carry out an activity during such hours, written authorization shall be obtained from the City Manager or Director of Public Works.
