(A) It shall be unlawful for any number of persons, delegation or association of persons, or for any company, circus or group, to parade the streets within the business district of the city without first having obtained a written permit from the Chief of Police; provided, that the Chief of Police shall not issue a permit to any person or persons to start such parade between the hours of 7:00 a.m and 9:00 a.m. and between the hours of 11:00 a.m. and 2:00 p.m. and between the hours of 3:30 p.m. and 6:00 p.m., except Sundays and on days that may be declared legal holidays. Whenever such permit is granted by the Chief of Police, it shall designate the streets, avenues, alleys and thoroughfares over which the parade is privileged to travel and the time that the parade shall be held and completed.
(B) Permits for parades outside the business district of the city may be issued by the Chief of Police upon the applicant or petitioner obtaining prior approval in writing from the City Manager.
