§ 70.09 APPLICATION OF PROVISIONS TO WORKERS, EQUIPMENT.
   The provisions of this title shall not apply to persons, teams, motor vehicles and other equipment while actually engaged to work upon the surface of a highway or street but shall apply to such persons and vehicles when traveling to or from such work.
