§ 53.42 MEDDLING, TAMPERING WITH GARBAGE PROHIBITED.
   It shall be unlawful for any person to meddle or tamper with any garbage can or receptacle, any trash or rubbish receptacle or with any garbage, trash or rubbish or to in any manner pilfer such cans or receptacles or such garbage, trash or rubbish or to scatter the contents thereof in any street, alley, sidewalk or premiss in the city.
