It shall be unlawful for any person to place or dispose of any kitchen garbage, dry kitchen refuse, trash or rubbish in or upon any street, alley or sidewalk within the city. Every owner or operator of any premises shall keep the alleys, street and sidewalks abutting on such premises free and clear of all such garbage, trash and rubbish.
