(A) All residents and commercial establishments that do not use commercial container service, which are serviced by a paved alley, shall place their solid waste outside the fence or property line for collection. Where there is no paved alley, solid waste shall be placed in front of the property at the side street on the garbage truck route.
(1) Residential solid waste or garbage shall not be placed for collection prior to 6:00 a.m. on the day of the scheduled collection unless placed in a closed container and then shall not be placed for collection prior to 6:00 p.m. on the day before the day of the scheduled collection. When closed containers are used to bring trash to the curb, the containers shall be moved back to their storage area as soon as possible. Under no circumstances shall the containers be left at the collection point later than 8:00 a.m. on the day following collection.
(2) Commercial establishments that do not use commercial container service shall place their approved throwaway-type containers at the appropriate collection point on the scheduled collection day.
(3) After receiving notification that an item placed for collection cannot be handled by the collection crews, residents shall remove and dispose of such items at their own expense.
(B) Any person, by reason of age or infirmity, who may be unable to carry the garbage container to the street side shall communicate with the City Manager, and he or she shall make arrangements to pick up the garbage at some convenient place on the premises where such person resides.
(C) All brush to be collected shall be placed between the curb line and the sidewalk of the premises from which the same is to be collected and removed or in alleys. As stated in § 53.36, refuse which cannot be put into garbage containers as required by this chapter, such as metal, wood, old furniture, scrap lumber and other debris, shall be placed ready for disposal beside such containers, shall be securely fastened and shall not be longer than four feet nor heavier than 75 pounds.
