The emptying or disposing of any garbage, trash, refuse or rubbish or the accumulation of such matter in any place within the city is prohibited, and no one except the duly authorized agents and employees of the city shall collect garbage and refuse or shall empty cans containing garbage or refuse substances or convey or transport garbage or refuse substance on the streets, alleys and public thoroughfares of the city, except a person who may be transporting his or her own garbage or rubbish to a proper and authorized place of disposition for the same.
