§ 51.38 OLD AND NEW CONNECTION PERMITS.
   (A)   A person discharging industrial wastes into public sewers prior to the effective date of this subchapter (January 23, 1973) may continue without penalty so long as he or she:
      (1)   Does not increase the quantity or quality of discharge, without permission of the approving authority;
      (2)   Has discharged the industrial waste at least three months prior to the effective date of this subchapter (January 23, 1973); and
      (3)   Applies for and is granted a permit no later than 120 days after the effective date of this subchapter (January 23, 1973).
   (B)   After the effective date of this subchapter, any person not then discharging industrial waste into the city sewer system or desiring to increase an existing discharge shall apply for a permit, giving the following information:
      (1)   Location of the discharge;
      (2)   Approximate volume of the daily discharge, or increase, as the case may be;
      (3)   Contents of the discharge and analysis of the various substances in the discharge; and
      (4)   Copy of plans of plant showing, among other things, the pretreatment facilities and sampling point.
