§ 51.37 ASSESSMENT AND PAYMENT OF CHARGES.
   The charges assessed by this subchapter shall be assessed against the person in whose name the water meter is assessed; and if there is no water meter, then in the name of the person who has the sewer permit. Sewer, water and other charges of the city shall be on the same billing and payment made at the time and in the amount shown on the billing.
