(A) Each customer in whose name a water meter is being carried by the city shall be entitled to have his or her water meter tested by the city upon the following terms and conditions.
(B) In the event a customer requests the city to test his or her meter, and the size of said meter is two inches or less, a service charge shall be added to the water bill of the customer in the amount of $50.00 to cover the city’s cost of removing and testing the meter. In the event the size of said meter is greater than two inches, the service charge shall be equal to the city’s actual cost of removing and testing the meter, with said cost to be approved by the Director of Utilities. Said service charge shall not be billed by the city to the customer in the event the meter is found to register at a rate greater than 2% of its properly calibrated rate.
(C) A customer shall be entitled to have the city’s test of his or her meter conducted in his or her presence or in the presence of his or her authorized representative.
(D) A written report showing the results of the test of the meter shall be sent by the city to the customer within ten days after completion of the test.
(E) In the event the meter is found to register at a rate greater than 2% of its properly calibrated rate, the customer shall receive a refund for the overcharge for the period the meter was in use, not to exceed six months. In the event a meter used for domestic or residential services is found to register at a rate less than 25% of its properly calibrated rate, the city may bill the customer for the undercharge for the period the meter was in service, not to exceed six months. When a meter is used for other than domestic or residential services and is found to register at a rate less than 5% of its properly calibrated rate, the customer may be billed for the undercharge for the period the meter was in service, not to exceed six months.
(F) If a meter is found not to register, the city may bill the customer at the minimum monthly meter rate for the preceding six months, or upon an estimate of consumption for the preceding six months, based upon the customer’s prior use during the same season of the year, if conditions remain unchanged.
(G) The meter testing fee is $150.00 and if the meter fails the city will cover the fee. An additional data log fee is $25.00 with one free per six-month period.
