§ 31.57 POWERS AND DUTIES; RECOMMENDATIONS SUBJECT TO CITY COUNCIL.
   (A)   The powers and duties of the Parks and Recreation Board shall be as follows:
      (1)   To act in an advisory capacity in all matters pertaining to public parks and recreation operated by the city;
      (2)   To assist in the planning of parks and recreation programs and promote and stimulate public interest therein, and to that end, solicit to the fullest possible extent the cooperation of all agencies;
      (3)   To make such recommendations as it deems proper in the planning, designing and planting of shrubs, trees, grasses and other foliage and make such recommendations as it deems proper in other improvements considered most advantageous to the use of the parks and their facilities.

   (B)   All recommendations of the Parks and Recreation Board shall be subject to modification or veto by the City Council.
