(A) The powers and duties of the Board shall be as follows:
(1) Recommend rules and regulations governing the use of the civic center and its equipment. These recommendations shall define, as nearly as possible, that which shall be classified as “public use” and that which shall be classified as “private use;”
(2) Recommend rules and regulations for the renting of the civic center and its equipment for private use and the rates to be charged therefor;
(3) Recommend general rules and regulations for the conduct of all parties using the civic center and its equipment;
(4) From time to time make such other recommendations to the City Council as the Board deems necessary for the best use of the civic center and its equipment.
(B) Prior to their adoption, all recommendations of the Civic Center Board shall be subject to approval, modification or veto by the City Council.
