The Chairman of the Public Services Committee, in consultation with the Public Services Director, may promulgate rules and regulations for the municipal garbage and trash collection service. Such rules and regulations, when approved by the Council and placed on file in the office of the Clerk of Council, shall be binding on all persons to whom they are made applicable, and no such person shall violate or fail to comply with any such rule or regulation.
